Moseley Architects was commissioned by Chesterfield County to design a replacement facility for the existing jail located at the County Government Campus. The existing jail outlived its useful life and lacked adequate control, foodservice, visitation, medical, storage and, program space. In addition, the housing configurations did not permit proper classification, segregation and observation of detainees.

The replacement facility is located on the existing jail site, which was expanded to adjacent county property. The current detainee population was maintained during construction, hence a phased solution was developed that would mitigate disruption yet maintain security and operations.
